I'd do what jonau1 has suggested above. Allow the user CONTROL on the schema, then grant the various rights to the user to work with objects.

I don't believe you can upgrade Express to Standard. I think you need to:

• detach dbs
• script out logins and linked servers
• install SQL standard
• attach dbs
• recreate logins
