    Yes and no. If you lift and shift, it's a VM. You can move that back on premises, or to another cloud.

    One thing I've seen help is implementing a "cloud cost owner" role, even if informally, to audit usage and flag anomalies regularly. Also, integrating cloud cost visibility into the development pipeline (like using budget alerts or cost dashboards alongside CI/CD tools) can keep engineers more aware of the real impact of their choices.
