From the way you described the problem, there are other (non-system) databases on this server, which are not having a problem?

Possibly the database in question might be set to auto close? Check in the properties -> options section for the database, and if the "Auto Close" option is set...

You could migrate your Server3 SSRS to be hosted / run on Server1 (presuming it's not clustered.)
Install a new instance of SSRS, do NOT set up the databases.
Backup...

I would suggest having the Commvault admins configure it to skip your MDF / LDF / NDFs, and only back up "normal" files. Additionally, you can likely have them...
