With SSRS 2008, no IIS involved. You can configure min and max memory in the Config file.
I wouldn't be too concerned about it not using all of the memory...

It doesn't recognize a character. A characterset or font may need to be installed on the machine(s) where you are seeing this happen.

Are the packages stored in MSDB?
You are trying to view these packages direct from SSMS correct?

Is SSRS installed in the Program Files Directory of the Program Files(x86) directory?
