How about you teaching basics to this guy
Session 1 -- Using Books Online
Session 2 -- Using Management Studio
Session 3 -- Parsing T-SQL Statements
Session 4 -- Copying T-SQL Code and pasting in SSC.
(Airfare and taxifare borne by the user)
Edited: Oops came to know that is not even SQL Server.

First, I would look here: http://www.sqlpass.org/PASSChapters.aspx
I looked but didn't see any, but I'm not as familiar with the area so I may have missed something. Also keep in mind that not all SQL related User groups are official PASS Chapters.
Next, try http://www.UserGroupSupportServices.com This is the "official" support community for "Microsoft technology" related user groups.
Next, try contacting people from other nearby groups. They may know.
Contact the people at PASS when you think you might be ready to start your own PASS Chapter. I'd start with Blythe Morrow. They'll let you know what you need to do and they'll help you get things going.

Definitely check out the PASS web site like Alvin mentioned and you can also contact blythe.morrow@sqlpass.org as she is the person in the PASS office that works with chapters. She will definitely try to help you find a group and if there isn't one help you start a group. It's actually part of her job. You can say that I gave you her email, I don't know if it'll help or hurt, but she does know me.
