ALTER TABLE #tmp ADD my_value INT NOT NULL CONSTRAINT df_tmp_my_value DEFAULT 1

SELECT COUNT(*)  FROM #tmp AS t WHERE my_value = 1

ALTER TABLE #tmp DROP CONSTRAINT df_tmp_my_value
