He is a thought leader in the use and application of Big Data and advanced analytics, including data architectures such as the modern data warehouse, data lakehouse, data fabric, and data mesh. Previously he was an independent consultant working as a Data Warehouse/Business Intelligence architect and developer. He is a prior SQL Server MVP with over 35 years of IT experience. The "ORDER BY" clause behavior

Let’s consider the following script that can be executed without any error on both SQL Sever and PostgreSQL. We define the table t1 in which we insert three records: 

create table t1 (id int primary key, city varchar(50));

insert into t1 values (1, 'Rome'), (2, 'New York'), (3, NULL);
If we execute the following query, how will the records be sorted in both environments? 
select city

from t1

order by city;
