With mirroring, you cannot access the Mirror. With Enterprise, you can create snapshots, but updating those requires them to be dropped and recreated. There is no "freezing" of the connections....

Are you sure the server is up? If you know the server, check the errorlog for the instance. At the beginning it lists where SQL Server is listening.
