Yes.. SSRS doesn't function with passing multivalue params to procs out of the box.. however, with some minor code efforts you can do it..

The permission you need to see the report bulder button is called "Execute Report Definitions" and it is available to the system users role in SSRS under site settings.

FWIW..
Even if you could add a SQL 2005 box to a SQL 2000 cluster, if it ever failed over to that machine, the dbs would be converted to SQL...

If you have multiple instances, I'd use SSIS.. you can call the package from a procedure and pass it parameters.
The package can then loop through the statement across all servers.....
