It look like package.dtsx was an existing one and is a maint plan package.

Create a brand new package with a different path and a different name.

And in your toolbox, is the window scrollable - each item is collapsible as displayed in this image.

When clicking file -> New Project, do you get a screen like this:

What do you have listed in the solution explorer tab?

Is a previous project opening up when you open it? Or do you have a completely blank project?

You cannot bypass the policy with DBO permission.

You can do it with a single script but not a single alter.

Each table affected will need to have an alter statement.
