Nope, asked a few people, no one is sure.
Ultimately, I'd test it. Make a VM, set it up, copy the master.mdf over and see if it works.

The background thread only runs to do the encryption. Once that is finished, it is not spawned again. All encryption/decryption is then part of the normal I/O read/write processes.
