Note that Domain Administrators are usually needed to create SPN's.
And servers and service accouts must be allowed to delegate.
Usually by default this is not the case.

Looks like SecurityAdmin to me.
Usually some log files by default are secured.
Just look at a Windows machine as a general user and pull up the event log.
