when you saying connecting to server local, is that mean thats what you mentiong while connecting. Try to change it to actual servername istead of local.

just for test, can you try this:-
backup source database
resotre on destination.
configure distributor on both if its merge,peer-to-peer or transactional replication.
then configure publisher...
