As it was mentioned, INFORMATION_SCHEMA.ROUTINES lists not only procedures but functions as well. Without a filtering ROUTINE_TYPE in the query - it's not...

You are correct about the defrag of the heaps. But to add a CI and then remove it would constitute unnecessary IO.
I would recommend building a clustered index and leaving...
