Is antivirus in control of the firewall? I've seen cases where it is and unless you check advanced, it may appear off when it isn't.

No. The CREATE DATABASE ENCRYPTION KEY command can only specify AES or Triple DES, both with are FIPS 140-2 compliant.

Yes, sp_helprevlogin is the best way. It'll create two stored procedures in your master DB.
