SQL Server Install Firewall check is wrong

  I have been installing SQL Server 2014 and when it got to run some of the pre-install checks I got warning that the Windows Firewall was enabled...Nothing strange there...HOWEVER when I check the Windows firewall everything was switched off. 

  Has anyone ever seen the check on the SQL Server install behave in this way?

  Is antivirus in control of the firewall? I've seen cases where it is and unless you check advanced, it may appear off when it isn't.
