    The District Code contain 4 and 5 characters and that constitute the first 4 or 5 letters in the CenterNo.

    Ahha. Here's an interesting twist.

    It wasn't the SQL Login's problem at all. The website uses a domain account to access SQL Server and that domain account didn't have proper permissions...
