I think "Yes" just means that if you connect directly to the secondary database, it's accessible, whereas "Read-intent only" means that you have a read-only routing URL configured, and connections...

You probably know this but you can only take copy-only full backups on the secondary, so if the backup script doesn't specify copy-only that might be why it keeps defaulting...
