Are you saying you can add data to the partitions that are marked as read-only in the filegroups? It's possible there is a bug here wtih the partitions that doesn't...

Certificate length increased, hashing algorithms improved. I don't think the Symmetric algorithms changed, and it looks like the asymmetric ones are the same.

In terms of testing, building some setup harnesses for FK data shouldn't be too hard. It's also reuseable work, so that doesn't seem to be a valid argument for anything...

There is stronger encryption, but you can implement better algorithms using the CLR, so that might not be a reason.
