SO this vendor is not willing to share code because it is "complex" sql. Basically everything is RBAR in so our database is "too big". ...

Personally I'd say the government shouldn't be deeply involved, but they can certainly require disclosure of issues, and perhaps even provide a framework that companies can contribute to with best...
