It is entirely possible that the backup file was corrupted. A good reason to test restores periodically if not constantly.

OK, SSMS doesn't matter. There also isn't an SSMS 2017. There are a few SSMS v17.x versions and some SSMS v16, but the tool is decoupled from the SQL Server...

The only place I can think of off the top of my head for the PK and FK to be the same column (or columns) is a vertical partition.

I don't know what permissions are needed, but the docs seem to indicate this works on your connection to SQL Server. I'm guessing the OE connection, but not sure.
