Incorrect. Each Std instance needs a separate license. If you buy Enterprise edition, you can install unlimited instances.

Should be per instance. Each instance runs as if it's the only one on the server. There is no interaction (other than the client tools are only installed once).

With multiple instances, you will likely run into issues if both instances are being used regularly. I'look at the usage and tweak it between them, but definitely set them both...
