Have you tried DTS? Is this directly from Oracle to txt? Or is MSSQLServer in between?

For the reports, I'd add a big DRAFT under the header. When he asks, tell him that the report is in test....

I'd use an ASP page. Take the old and new, submit both to sp_password and get the success or failure.
