My only add to this is the "supposedly" the query optimizer "likes" clustered indexes. Not really sure how to test this, but the recommendation is always to have a clustered...

run a profiler trace.
Access can at times really hinder performance because it asks for a bunch of data from SS.

Compilation can be a substantial portion of the execution time, but 2-3 minutes seems excessive, even for something as complicated as you have here.

IS it happening when a maintenance is run the night before? Some of theoptions try to throw the db into single user mode, might mess with the recovery model. Shouldn't,...

It's on and off based on the server load. The list manager for newsletters interferes with it.

Tend to agree with Andy. Partitioning can work, but gets complex and usually requires some application work. Paritioned views would probably help, but would be some serious $$.
