For smaller scale values, I'm not sure it matters which you choose. I use numeric most of the time.

low and high depend on your system. I've had 11k/sec for some systems that maxed the server and 100/sec for other systems.

you can also use the table datatype to return some data to the calling procedure though the suggestion above is the more straightforward way.
