Can't say that I've actually needed to change an IP on a SQL 2000 instance but I'm guessing it is a registry key.

The ones I have been involved in (DBA, Virtualization, Performance) have not had any sales pitch that I can recall.

According Microsoft this was a bug, but was fixed in the RTM release. You might want to verify you downloaded the current release for SQL 2008 Express.

The Network Configuration equivalent for SQL 2000 is called: Server Network Utility
Under Start > Programs > Microsoft SQL Server
OR
Start > Run > type svrnetcn

if you remember that backup you have taken is full then you can chage the extension to .bak instead of .trn.
The file extension makes no difference. BAK and TRN...
