The first is a SharePoint list exposed as OData, the second one from Microsoft is an actual OData source. Big difference 😀
It's just how SharePoint exposes them.

Power View is not directly part of Power BI, it's a part of Excel.
Anyway, you can build What-if analysis in your Power Pivot/Power BI Desktop model.
