Not a good plan. What if you end up with concurrent inserts both picking 12 as the next value? Then both succeed.

You'll also need to go to server configuration for the SQL Service and make sure the connections allow TCP/IP or Named Pipes, instead of just shared memory. SQL Express...

One of two reasons is most likely:
Lack of rights. If it's a local Windows login, it probably doesn't have any rights at all on the linked server.

Those options have to be ON when you create the trigger, not when it's called.
I just tested that. I have a DDL trigger as:
USE [CVB_CW]
GO

As an aside, when you use a sub-query for an "IN" statement, you don't need to use Distinct in it. It just slows it down, unless SQL Server figures...
