    the reason that they don't like the test IF in a stored procedure is due to the performance

    Probably nothing.

    That view (which is deprecated) just shows the total CPU used by running processes.

    Is there a problem?

    SQL doesn't have parameterised views. Closest would be an inline table-valued function.

    If it did exist, it would be a view to which you can pass parameters:

    CREATE VIEW ParameterisedView

    AS

    SELECT * FROM...

    And if you do need to take ad-hoc full backups, take them WITH COPY_ONLY, that way they don't mess with the differential backups

    Any form of monitoring adds load. Unless you pull huge numbers of events or very large actions, extended events are very light weight. Trace is also a fairly low overhead...

    Won't help. It's a logical error (page with garbage on it), so the garbage will be included in the backup and restored on the other server.
