By wrapping that in quotes you're asking for rows that have a school name of "@vcDisplaySchoolName", not the value of the variable. Lose the quotes

No. A restore will recreate the database exactly as it was at time of backup. You'll have to split the files later.
Why do you want more than one log file?...
