Yes, you can set it on the destination for SQL Server in the advanced properties or right on the OLE DB page.

You can only access assemblies that are already added to SQL and a couple others, so basically you can't just reach out and access any DLL in the file system...

I'm going to make a guess that your SQL 2005 was 32-bit and your SQL 2008 is 64-bit..
Unfortunately I am not aware of any way around this using the OPENROWSET...

If you are looking at OLAP are we to assume SSAS or equivalent? Are you going to be building that directly from the operational systems?

The file could be corrupted. Have you tried opening it with profiler? If it opens there it is unlikely that it is corrupted.

You might need to apply Visual Studio SP 1 as well since BIDS is Visual Studio..

You either have a corrupted install or insufficient rights. The error is NOT from SQL server it is a .NET error..
