Are you trying to access the local server?
Also, is SQL logging in as a user account or as something like localsystem?

I would ask what messages are being returned, I'm pretty sure that if it doesn't use a file passed it will indicate why..

You could setup package configurations and use expressions to change the servername in the connection string.
You can pass them in during the run as well.

Right on Alvin, in the end all the schedulers or even SSIS server eventually call DTExec, so there is nothing preventing it from being called directly.

I believe those are warnings, not errors but are indicative of memory pressure. You can turn up the buffer sizes, I believe there is a max of like 100MB....
