Have you tried copying the mdf and ldf to the target server and mounting those files to the target instance?
Have you tried checkdb?
How about chkdsk on the source disk system?

Similar thoughts on this as Elliot. I would break down the upgrade into smaller chunks. Allow for enough time to test the packages after the upgrade.

Try using lower() or upper() in your select clause for the region. It should then treat all of them the same in your report.
