Same syntax as an insert into a table that is not compressed. The CPU cost is minimal.

Just grant them access to the Dev instance on the server rather than RDP. Then install management tools on their desktops and allow them to use SSMS to connect...

Have you evaluated Merge Replication?
Merge would be far better than SSIS for this.

It's still there in 32 bit versions just not 64 bit Standard. I agree that it makes no sense.
