The UAC (user account control) is probably interfering then. Try disabling UAC in control panel and see if that helps.

In Configuration manager, try changing the port from 80 to 8080 for the Report Manager and Report Server sites. This generally works for me.

set-based means that you don't use a looping mechanism such as a cursor. Rather than updating 1 record at a time, you update the entire group (set) that meets...
