If there is no master or msdb backups, is it to possible to rebuild them?Or does Microsoft offer backups of these system databases?

That depends. Are you running it on the same server or comparing different servers?

I think first and foremost is formatting.
Equally important is documentation. Leave notes in the proc. I like to use a header section also that describes what any changes...
