Do you have anything else installed on the system, such as an older version of Crystal Reports? May be a registry permissions problem.

You'll want to use Cluster Administration (cluadmin.msc) to manage cluster resources such as SQL Server. You can get cluadmin.msc (and the rest of the administrative tools) by install the adminpak.msi...

Obviously, you lock down rights as much as possible.
