This would all be possible with dynamic SQL and querying the schema tables.
Querying sys.tables and sys.columns, you could pretty easily generate create scripts for tables missing from the target database....

If the database is in Compatibility 90, you can check the Schema Changes report. You might also find what you're looking for in the default trace.
