Just to add. Since this DLL is written in C, you might want to consider adding it as your own extended procedure with sp_addextendedproc

Counterquestion: What kind of environment are we talking about? OLTP or OLAP. How many users, transactions, size of db, uptime requirements....

You need to put everything inside a string, including the cursor stuff and execute this. See http://www.sommarskog.se/dynamic_sql.html
May I add that dynamic sql + a cursor + a UDF...
