If you actually did change the authentication mode to mixed mode, entered a new password for sa and then restarted SQL Server, this has to work.
So something must have gone...

Are aou rally talkin about DTS?
For SSIS that user needs to be in a certain (ssis-)role, to be allowed to store packages in msdb.
No special risk there afaik
