Why call it "spoofing" and not "mocking"? Is spoofing mocking? Is mocking spoofing?

A spoof is something that works but appears to be something else, like a packet of data from a fake IP. A mock is something that appears to be something but does not work, such as a mock user interface. Spoofing data on a development database gives you data that works but appears to be something else, like real production data.
