In the explanation, to be precise, I would change "where the first number is not a 9"
with "where the first char is not a 9"

Great question, but I had trouble with the wording of the correct answer. I'm not sure that's a grammatically correct sentence.

The answer should be: "strips all leading '9' from the input
This method is useful when dealing with prefixes like leading zero.
