Keeping your recommendations in mind, I ended up doing it this way:

Select S.*, race
 FROM SchoolGradeSex S
 CROSS JOIN
 (SELECT 'AMIND' as race
 UNION SELECT 'ASIAN'...

I have found the reason!  In the constraint edit properties under Evaluation Operation it says 'Expression and Constraint' instead of the default 'Constraint'.
Even though no expression is defined anywhere...

I have. that is exactly what the third image shows. there is nothing there.

This is the BIDS 2008 project that someone else created. I opened it the first time. 
and when i execute it, the last container does not get executed. Everything ends...

What particular aspect of sql server are you most interested in?
including hands-on T-SQL or not?

What (version) of client tools to use to connect?
is it BIDS? is it Data Tools? (version?)
