MS licensing can only give you an (non-legal) interpretation, which Jared mentioned. However their reading of the EULA for your case, could be legally binding either way.

Nice script, but I'd argue this isn't using T-SQL. It's using a shell command, which isn't allowed in many places.

Interesting concern. AFAIK, the sparse file doesn't actually allocate the space until it's needed, so while it might report 25GB as a size, it isn't using that space.
