If you run the select without the insert does it return any rows? that's likely where your issue lies.

It's fairly well protected. If you exceed the max, it won't shrink that far.

Not sure you need to change anything. Was this a same server upgrade? AFAIK if Windows sees 2 CPUs, then SQL will.

I used to reboot quarterly, apply patches, etc at that time.
However with W2K, it's not that much of an issue. We have been getting enough reboots lately with the patches...
