Does the fragmentation on the drive that your database’s data file is hosted on go with the database as it is backed up and restored elsewhere?

I assume this is running in a VM? What's your platform? (i.e. Hyper-V? VMware Workstation? VirtualBox?) Have you tried building a fresh VM with x64 bits and seeing if problem...

To reduce the table size, rebuild the clustered index. The problem is likely that the deletes have resulted in lots of free space on the pages.
