It might be a policy enforced by your system administrators. It's not in the VPN, but in the RDP settings.
I'm under the same restrictions here.

Logical drives wouldn't help performance nor recoverability, just manageability.
Two separate drives for tempdb data and log is overkill IMHO.

I see no connection between "no management studio installed" and "user needs sysadmin rights".

Grant the SQLAgentReaderRole and set the job owner to a different user.
That way, users can only see the jobs, but cannot start/stop/modify them.

Very nice article! Very informative and well written.
Would use that trick in production? Probably not, but that doesn't subtract value from a nice piece of work.
