20s against 0s is too huge a difference to be just parallel/serial plan. Something else must have changed in the plan.

Snapshots not being available isn't that bad, although it does effect how efficiently CHECKDB can run.

No benefit, unless the additional file resides on a different (physical) disk and the sizes of the data files in the same filegroup are identical.
