Can you ping the SQL Server's DNS Name or IP address ? Can you telnet to port 1433on the SQQL Server ?

If all of the user database .mdf files and .ldf files are still pesent on your server then you can just restore the master database and things should come up...

Check your grooming. By default MOM will keep 366 days of information. At our site, 150+ servers the SystemCenterReporting database data portion grew to 500 Gb used with just default monitoring....
