We only have one CLR forum on this site so please confirm the version of SQL Server you're on and the version of .NET framework you're targetting.

Therein lies the issue...I only have access to 32-bit hardware at the moment. I am holding out on upgrading but this may light a fire.

That config is supported as long as you use SQL2008R2 as your distributor. The relevant rules are in this article:
